
The authorities refuse to reveal practical information on the
pretext of the necessity of the criminal investigation. First
we need to warn that some of our investigation may be mistaken
because we investigate on a few clues and the whole image is made
of pieces of a truth.
However if we can not say anything to the organ of power without certainty or endorsement, democracy and liberalism collapses. We present what we know, but the authorities must have an obligation to explain it to the people if it is different to the actual situation.
If the authorities look on the people as an enemy and do not explain,
we think that we can collect as many pieces as possible thanks
to you and that we can try to approach the truer whole image of
the N system patiently.
The details of the birth of the N system
The National Police Agency started to develop the N system in
1981. There was the change of the social situation at the back
to read number plates automatically.
Two facts are shown in official publications. One is the increase of vicious crimes by cars and the other is the marked increase of cases of theft of cars. A phenomenon in an advanced nation of automobile society in sets of cars and crimes began to attack our country. To be sure, it was difficult that this phenomenon is coped with only by manpower police force and it was obvious that the direction of strengthening checkpoints caused a traffic jam and gave a bad feeling to the people or drivers and that the effects went to the wall.
Mr. Okamoto Hiroyuki who was the chief of the traffic section of a science police laboratory at the time took a step forward to develop an automatic device for finding wanted vehicles from an idea similar to the Obisu‡Vthat was an automatic device for cracking down on speeding. He chaired the committee of research and development in person. It took nearly five years to complete the N system thanks to many companies.
This fact, which was introduced splendidly especially in the papers on February 1,1986, gave the impression of the science police's advance. For it was said that the computer connected with a TV camera read the number plate of a watched car as soon as the car passed under the N system and the passage was noticed on terminals with policemen who were in police boxes or checkpoints only a few seconds later. The computer works from morning till night and finds the vehicles of criminals immediately. The system that was an unmixed blessing was welcomed blindly by the mass media in those days, because a criminal was only a criminal, for example a perpetrator of a theft and the Guriko Morinaga affair.
Not everybody handled a personal computer at the time. It can not be helped that even the mass media knew nothing of data bases or retrieval. It was simply imagined that the information of an image from a CCD camera (it was called simply a TV camera at the time)was only on a watched vehicle. If they had thought, they could have found out that it was necessary to watch everything and to distinguish from it for watching and finding. Any business person today knows that inputted information can be processed into what he wants and that necessary information can be recorded and used as a data base, but the people in those days did not make issue of it. It seems as if it was thought that only the vehicles of criminals could be caught but the car that was driven on the next lane with their boy or girl was not caught by elements of catching light. Needless to say, the general public did not come to think of the database.
We think that engineers of development of makers are equally to blame, because the makers represent Japan and realize more than any other people that the system of watching by computer can be expanded and applied. They must obviously become conscious of helping the Big Brother.
Another mission of the N system
There was something inarticulate in this publication in 1986.
There was a long-established tendency of a vice for the police authorities to make an evasive answer ,"It hinders investigation. It benefits criminals." The authorities said so with good reason. The N system was officially explained that it was made for the prevention of criminals who had become far reaching and mobile and the improvement of efficiency of arrests, but in fact it was made for another purpose.
It was public order.
Acts for public order or counterespionage themselves are illegal, for it is too late to find the criminal after his crime. One who has done nothing of a crime must be watched thoroughly in case he does something. Public order or counterespionage has nothing to do with human rights. Acts limited only to the law are not sufficient for such acts. Even public service which is lawful can not help infringing on the law of freedom or rights. So such acts are especially imposed legal control, based on their necessity in advanced countries. The vice of the Japanese is striking separation of what he says and what he is really thinking. One who blunders is cursed as a fool, blunderer, stupid fellow and amateur and removed to protect the organization when a wiretap is found out.

Let's think back to the social situation in some years round about 1981. The N system was started to develop in those days.
Some lives were lost in the Narita struggle in May, 1977. The airplane of JAL was hijacked in September. There were some big conflicts in Narita in 1978. The Narita airport was opened in May at last. The police were pressed with measures against the radicals with all their strength at the time.
Attacks of rockets using stolen vehicles by the radicals followed.
In 1986, the police took up a big guard position on the ceremony
of the 60th anniversary of the reign of the Emperor in April and
on the summit conference in Tokyo in May. The guard authorities
felt serious misgivings about the Cyuukaku(it means core) guerrilla
who launched explosives.
1986 was the year when the N system was finished. Mr. Hideo Yamada
of the chief of the National Police Agency at the time spent the
greater part of "The diary of the Great Edo guard on the Tokyo
summit conference" in the magazine of Bungei Syunjyu to write
about measures against the radicals. Some of his arguments were
as follows.
"It is an urgent necessity for the scientific management of the police to introduce high technology. Until now we have already introduced digital radio which can not be tapped or hindered, fingerprints are checked by computers, computer terminals are loaded into police cars, number plates are read automatically, etc. I hope that young people do more and more works in this field from now on."
The chief Yamada first mentioned progress in introducing scientific technology into the police as a urgent problem. The said Mr. Hiroyuki Okamoto, who was not young, did what the chief hoped.
The chief Yamada expressed his gratitude to high technology makers in the magazine. "I attended the reception of the foundation of an incorporated body, an association of equipment for the prevention of crime in Japan to deliver a congratulatory address at five. In this age of high technology, many enterprises were related to high technology of many materials or systems for the prevention of crime. I feel reassured that you unite to develop activities to strive for enlightenment and the spread of reliable materials for the prevention of crime and for the safety of people's lives at this time."
This article written by himself told well that directions toward high technology and measures against radical guerrilla inclusive of hijacking nuclear weapons were really the important problem of the police authorities at the time. We found out the disposition situation which could be guessed to be affected by public order or guard based on tradition and circumstances.
The police did not rely on the people at the time, either. They would have been proud of themselves if they had opened information to the public and had had courage and self-control to maintain stately that they could not help building a network of watching in order to keep up inexpensive public order or guard, and that the law must be enacted to prevent abusing and to give the general public the minimum trouble.
Investigation of the Ohm case and the N system
Early in 1995, the so-called Ohm trouble occupied the interest of the people. After the base in Kamikuishiki village was compulsory investigated, it was fresh in our memory that many believers obeying leading members were scattered with important papers all over the country. The N system was powerfully used in the pursuit and the investigation.
Especially a light disk which was taken for a leading member who was captured by the check of the police of Shiga Prefecture was full of important information of Ohm and it is said that the disk contributed to following investigation. The system which could find out the wanted by the N system at least once from Kamiku to Shiga had already been finished.
When a driver goes through freeways, he must get off them to avoid the N system which was set every 50-100 kilometers. When he did not go through freeways, he could not know where the N system or the system for measuring the time of traveling that is the same as the N system was, because there was no map of the N system. You may think that they are actually the same system only whose names are different.
The Ohm vehicle could not escape from this spider web. Suspect Matsumoto, who was pursued about the Kariya case and tried to escape for a long time, was found out by the police of public order from the first, but he was left at large. It was said that he took the trouble to go to the Ishikawa Prefecture ,to undergo plastic surgery and to go underground because there was a small factory which had been taken over with sweet words in Terai Town, in the south of the Ishikawa Prefecture, and he knew the place. Terai Town was put between two roads, however, and the system for prevention of speeding (it is essentially the same as the N system) was set on the two roads and the N system was set on Route 8 near the town in 1995. Such a measure leaving a criminal at large is in line with the police of public order, but it was proved both at home and abroad through the Ohm case that the N system became an effective weapon for leaving the criminal at large and watching him.
The expansion of the N system. The important fact was not however made public.
On the strength of these results, the police got about 19,000,000,000 yen of the huge expense to introduce the N system from a revised budget in summer in 1995. The illegal side of the N system which watched and recorded the movement of all vehicles was not specifically mentioned, however. Some statesmen realized this and asked the authorities a question., but it was said that the authorities did nothing but go down on their knees and that they did not say anything precise. The authorities started to set up the N system to a great extent all over the country as soon as it was guaranteed, because of Ohm. It was so rapid, as if it had already been prepared. In autumn the N system was increasing at a great rate and many drivers were attracted attention to this strange equipment. The media had interest in it and they tried to collect materials on it, but most could not get any comments or were warned and were left utterly helpless.
We feel great misgivings about the matter. We had serious doubts about it in view of the Constitution, the police law and precedent of the Supreme Court. It is done with a huge budget, that is, our own taxes and no one tries to check. It is important for us by ourselves now to reveal the state of the N system dispositions as far as possible. It is obvious that the N system can not help watching not only the wanted or criminals but also all of the movement of the people's vehicles because of the property of a computer, and we must say that even statesmen who should control administrative bureaucrats can not see into this fact. We concluded, "The government think probably that they may not fling themselves into it risking their political lives. They could not have any doubts about the word of the necessity to investigate crimes without realizing the true facts because of the atmosphere of pursuing the Ohm case." We are really afraid that administrative bureaucrats, and they are the police organization that was given power to arrest and to restrict by the law at that, ignore the law calmly. Information open to the public was so ill-prepared that we could realize information control. Since it had come to this, we determined that we could do nothing but making the map of the N system over the country, that is the steady work of confirming the scene, to get hold of everything about the N system strategy concretely.
We began to go to the scene from Hokkaido to Okinawa to confirm and to record thanks to many people on information. The freeway-net is set all over the country, however, and there are over 500 national roads. We can not easily take aim at the set point if they are not on freeways. We can find out the N system everywhere everyday, but Japan is so wide that we become at a loss when it comes to looking for it.
We must get a hint from publication of the authorities which said vaguely that the N system was set especially on freeways, in Tokyo, Osaka, Nagoya or near a boundary between two prefectures at the point of the N system made fit for practical in about 1986.
The capital Tokyo was the mecca of the N system as well as the center of politics.
We began our investigation from Tokyo, of course. We could grasp the general situation quickly because we know the place and we could go easily. What we had paid attention to in some years was helpful. For restricted members can look for it freely, of course, there may be oversights of investigation when the N system was set up rapidly like in 1995. We will write some features or topics of it, because we have investigated and analyzed it best in Tokyo till now.
There were more than 80 of the N system in Tokyo as far as we know. A percentage of a kind of a type corresponding to one direction, that is equipment, set up on an arch or arm, which corresponds only to one side and does nothing on the other side was high. It is also characteristic that terminals that can be found well are old types, namely, types which have vehicle detectors, cameras and strobes in a big body.
A type corresponding to one direction is made a set by two for up and down, set up on two points remote from the other in one line. It is characteristic that a percentage of a new kind of N system has been so far low compared to the provinces and that the many tower-shaped box type N system were set up at toll gates on metropolitan freeways. These tower-shaped terminals stand magnificently to shock drivers for a moment. Many of you may think of them as cameras for one who fails to pay, but they are not there for that reason.
The characteristic of dispositions of the N system is one-sided distribution in the traditional shopping. Till about 1994, there were 22 points in the eastern 8 wards and 6 points in the southern 2 wards out of 40 points of terminals.
To see the setting situation convinces us that the main task of the N system in the eastern 8 wards may be to watch and to scout the radicals passing for conflicts in Narita. It is guessed that those in the southern wards are set up because there is the Haneda airport. The tower-shaped terminal surprises us to hide itself behind plants at the Gaien toll gate near the Shinanochyo station in metropolitan freeway 4. It makes us wonder why this is set at such a small entrance. Do they intend to watch and to record vehicles which enter from the Gaien toll gate?
In Tokyo, where there are many dispositions of the N system and its history is long, we can make sense out of a forest of terminals at the Hachioji interchange of the Cyuo freeway or 4 terminals in Hachioji City.
It is necessary to see not from the surface key word, "investigation of stolen and wanted vehicles," but from the political point of view of the police organization or bureaucrats for explaining the meaning of disposition of the N system. They may explain to statesmen and political parties that it is for collecting information of guard or public order. Granted that it is only for collecting information of guard or public order, it is incredible to record and watch the movement of 50,000,000 drivers and their vehicles without legislation in the so-called West.
Setting eyes on the Osaka Prefecture, the number the N system
deployed increased rapidly during 1996 and 1997, exceeding 40
points.
We want to pay attention to the N system on the bridge on the
sea in the Kansai International Airport line. There is a set for
up and down, one of which covers three lanes and the shoulder.
This road that is an express way leads only to the entrance of
the airport. They may think that many people come to the Kansai
International Airport by stolen and wanted cars.
Now we are surprised at the N system on a large scale on Osaka Loop 2 near Arimoto in EastOsaka city. Ten sets of terminals are set up in a row for a total of ten inside and outside lanes. By the way, where many terminals are concentrated at one point is big toll gates of freeways. There are many toll gates where tower-shaped terminals are set up on each line, but we can not tell them from cameras for taking a photograph of "the unfair vehicles", in a ward, the vehicles which fail to pay the toll, from an operating booth. This is why we can not enter all the terminals in our list. Women in toll gates told us comparatively easily whether the camera there belonged to the administrator of the road or to the police, however. I am sure for them to be ordered not to mention terminals with this as a turning point, but the persons concerned must know the actual situation of using the N system well. There cannot be the secret police or the political police on the people in Japan.
It was set up on freeways first. Also on important strategy bases.
Here let's take a general view of circumstances of disposition of the N system over the country. When we classified the number of the N system by district, it is concentrated in 7 prefectures in the Kanto region (especially in Tokyo) , and it is 40% of the whole in the country.
There was the next many N system in 6 prefectures in the Kinki region, the center of which is Osaka, one fifth of the whole. 8 prefectures in Kusyu and Okinawa region follow.
Prefectures where there was the next many N system to Tokyo, Osaka are Saitama and Chiba. There are more than ten terminals in Kanagawa, Aichi Hyougo, Ibaragi, and Fukuoka Prefecture. There is the similar small number of the N system in 7 prefectures in Tokai and Kosin region, and in Cyugoku, Shikoku, Hokuriku, Tohoku, Hokkaido, but there is no prefecture not having any terminals. The average of 38 prefectures where there is less than 10 terminals is about 4 places. There is about 1.5 place not on freeway in a provincial prefecture, because two thirds of them are on freeways.
The national disposition of the N system on freeways is well-balanced and we can see that it is set first of all on freeways in the provinces. We cannot read national consistency of the disposition not on freeways. We suppose that an aim of the individual prefecture police must be admitted from the point of the criminal police of view.
We shall introduce some examples of the strange disposition in the provinces at a glance. In Ibaragi Prefecture, we were surprised to see the new type N system in sand blown up by the strong wind over there in Taiyo Village in Kashima County when we went up north from Kashima on Route 51 parallel to the Sea of Kashima. We became aware of a nuclear laboratory in Oarai over Taiyo Village, according to our detailed investigation of a map. Talking about nuclear installations, there is famous Tokai Village to the north of Oarai. As we expected, the N system waited for us on Route 245 at Tomemachi in Hitachi City.
In Ibaragi Prefecture, there is the N system at another strange point. That is the Gakuenhigashi Street, which runs through Tsukubagakuen City, where is no extraordinary problem on public order. We also think it strange, but we conclude, "Because there is a high-energy physical laboratory."
There were many terminals of the old type N system from long ago in Chiba Prefecture which has "Narita" as mentioned earlier like in Tokyo. Many of the N terminals are found out on roads near installations of the Self-Defense Forces. We think that they may serve for watching Narita also. It depends on how you look at it, but all main roads surrounding Narashino base may be carefully watched. The main roads to Kisarazu may, too.
We are surprised at the new type N system on Route 128 in Mobara City near Kujyukuri Beach. It is not much related to Narita because it is the new type N system. Of course, there is an important area in the south of Boso, but there is something mysterious. We conclude, "Because there is the big underground fortress known only to the knowing somewhere in a triangle of Mobara, Kamogawa and Kisarazu."
A careful look will make you soon find out the tendency of disposition of the N system to be set near important installations of the Self-Defense Forces or of the United States Army. The examples are endless, Hokkaido, Aomori, Kanagawa, Saitama, Tochigi, Aichi, Tokushima, Yamaguchi, Fukuoka, Nagasaki.
According to the investigation over the country mentioned above we come to think that we must have a grasp of the disposition of the N system from the point not only to find out wanted vehicles but also of guard or public order of view to understand the real facts.
The people of sovereigns must pay attention to one important point. The point is that the N system and the same system under the police control was not set only around the important bases of guard but the net for watching and recording movement of vehicles over the country. It quite differs from watching only at the important place.
It is necessary to pay more attention to "the political intention" appearing and disappearing in it.
The National Police Agency seems to aim at the FBI in the days of Secretary of State Hoover.
If this series of the system were set up, it would be possible to watch an individual act or movements of various groups, political parties, organizations in detail. Not only to do so, but also for the administration authorities to manipulate information.
The extraordinary direction to high-tech of the National Police Agency
The recent direction to high-tech of the police is extraordinary. Narrowed down to the Road Traffic Act, "the introduction of an IC card to a driver's license" or "the introduction of the system for collecting the toll nonstop on freeways" are close at hand, but we doubt that the police on earth have to collect the toll.
The National Police Agency have not opened information of the strategy and everything about the N system and the same system of the data base of watched movement of vehicles to the people on the pretext of "the secret on investigation." They are not interrogated about violation of the Constitution and the 2nd article of the police law, and it is used by the self-will of the police bureaucrats, whom no one can control, because they refuse.
Cameras of the N system and the same recording and watching system by computer catch information of a picture first. They cannot select information of criminals. They catch our own information of privacy.
We hope that members of the Diet look deep into the true fact by the right to conduct investigations in relation to government on our investigation. It is easily imaginable that extracting truths is no match for that from the Ministry of Welfare, considering the police's predisposition. Staffs who doubt the use of it in the police are increasing, however.
We hope that the true fact is revealed and is judged suitably as a constitutional state.
