The National Police Agency watches us with the N system which watches and records the movement of all vehicles by TV cameras and computers.
According to our investigation the front of a vehicle including the driver and the assistant was always shot, the number plate could be made out and this with the date and time is recorded and preserved in 400 places all over the country as of April 1,1997.
It is guessed that more than 20,000,000,000 yen (including a revised budget of 19,000,000,000yen) of our taxes are spent to watch us only in 1995. The total amount of our taxes spent since 1986 must have reached 40,000,000,000 yen.
This is not a speed trap.
The daily movement of all vehicles including your car is watched, recorded and preserved. There is no exception to vehicles which have number plates.
Wherever the general public who drive cars go, they are watched and recorded, and the results are preserved unilaterally on the pretext of the prevention of and a deterrent to crime though they are not suspected persons of real crime.

The assumed figure of the N system network
The National Police Agency has not opened specific information about gthe system of watching the movement of citizens : the N systemh on the pretext of the necessity for their criminal investigations.
According to our independent investigation, we came to the conclusion that the N system violated the Constitution, other law and fundamental human rights and that it was unfair.
We wrote this pamphlet on our investigation to discuss nationally.
